Budget Priorities: Investing in Stronger Schools and Student Success
The Budget and Finance Committee gathered on Wednesday, October 14, 2026, to complete the Budget Priorities document, assess the Oracle ERP implementation, and tackle an anticipated deficit in state capital funding.

Budget Priorities Strategy
The committee agreed on the naming and positioning of staff compensation in the priorities document to ensure it is visible while maintaining structural integrity.
Priority Designation: Staff compensation will be categorized as an Essential Priority, positioned at the top of the priority list rather than within the general purpose statement. This classification underscores the critical importance of adequately compensating staff members as a foundational element of organizational success. By elevating staff compensation to this level of priority, the organization acknowledges that the well-being and financial stability of its employees are paramount to fostering a motivated and productive workforce. Furthermore, this designation reflects a commitment to attracting and retaining top talent, which is essential in a competitive job market. It signifies that the organization values its employees not just as resources, but as integral contributors to its mission and goals. The Essential Priority status of staff compensation also implies that a thorough review of compensation packages will be conducted regularly, ensuring that they remain competitive and equitable. This approach may include analyzing industry standards, conducting salary surveys, and considering the cost of living adjustments to ensure that compensation remains fair and just. Additionally, prioritizing staff compensation can lead to improved employee morale, reduced turnover rates, and enhanced loyalty, ultimately benefiting the organization as a whole. In summary, by categorizing staff compensation as an Essential Priority, the organization is making a clear statement about its values and strategic direction, emphasizing the importance of investing in its human capital as a pathway to achieving long-term success and sustainability.

Narrative Framing: The description will be titled "Investments in Team BCPS." This specific wording was deliberately chosen to align closely with the current organizational pillars that guide our strategic direction and operational priorities. By emphasizing the concept of 'investments,' we aim to convey not only a financial commitment but also a deep-seated belief in the value of human capital and collaborative efforts within the team. This title reflects the Board’s unwavering dedication to fostering an environment where negotiations are approached with transparency and mutual respect, ensuring that all stakeholders have a voice in the decision-making process. Furthermore, the phrase 'capacity building' underscores our commitment to enhancing the skills, knowledge, and resources of our team members, enabling them to perform at their best and contribute meaningfully to the educational mission of BCPS. Through these investments, we are not merely allocating resources; we are cultivating a culture of growth, empowerment, and continuous improvement that will ultimately benefit our students and the community at large.
Oracle ERP Implementation Status
The district has entered the "Hypercare" phase following the October 7 go-live of Oracle Financials and Procurement.
Operational Intensity: Technical teams are managing issues via JIRA tickets in a "whack-a-mole" fashion, which is expected for a project of this scale. IBM consultants remain on-site to provide side-by-side support to staff.
Training & Adoption: Asynchronous training modules for procurement are scheduled for release. Open labs for P-Card and expense reporting are currently well-attended.
Hypercare Extension: Contingency funds originally reserved for potential delays have been repurposed to extend the Hypercare period, ensuring vendor support remains available as the accounting team navigates the FY26 year-end close.

Capital Funding & State Shortfall
The Interagency Commission on School Construction (IAC) notified the district of a significant miscalculation regarding state capital funds.
Funding Reduction: Initial state projections were off by approximately $6,000,000.
Mitigation Plan: The district intends to leverage a $5,000,000 COP grant to fund priority projects such as roofs, boilers, and chillers.
Long-term Impact: Leadership will continue to work with the IAC to monitor funding as the district moves through enrollment growth and relocatable funding cycles.

Future Oversight & Agenda Items
The committee identified four specific areas for upcoming review:
